The incident occurred in Hartford County on Monday, April 22, at the Frank Niederwerfer Wildlife Sanctuary in South Windsor for the report of a barking dog, said officials with the Tyler Regional Animal Care Shelter.
According to officers who came to the dog named Kobe rescue, someone left the male black and white pit bull locked to the tree by his collar and walked away.
Officers investigated, but cameras on the local residences do not cover the area where this dog was left.
"We are asking for the public's assistance for any information. Please look at the collar left on him with the name Kobe," the organization said. "Maybe your neighbor had a dog matching this description that is no longer there, or you heard someone talking about leaving this sweet boy."
Since Kobe was found, Desmond's Army Animal Law Advocates have offered a $5,000 reward for the arrest and prosecution of the person responsible.
